sometimes i just wish they would have "parrot po-po" which go around inspecting poeples homes for unfairly treated parrots.

but part of me thinks it might help a bit. the other part says WAY too invasive.

Actually, there is an easier solution: regulate parrot ownership exactly the same as birds of prey.

Well, there would less parrot owners for the simple reason that you couldn't just walk into a petstore or a breeder's and buy one. You would need to take a course, pass an exam and an inspection, apprentice and then and only then you would get your license and be allowed to keep them. And breeders would have to be licensed, too, and they would have to adhere to quotas.

ok, a course is reasonable, but don't you think a liscence is a little bit overkill? i mean, there are some birds that are just perfect for almost anyone. some of the same species might be impossible for almost everyone.
