For budgies not to want to breed, there has to be something REALLY wrong because they are HUGELY opportunistic (it's hard work to stop them from breeding). I don't know what the problem is but you might not have a male and female, might be feeding wrong, the set-up could be bad, the male could be sick (he would try to bully the female into breeding if he was the healthy one and she the sick one), their endocrine system could be so screwed up that they no longer react to the season, and a myriad other things so, please, re-evaluate your entire husbandry before you even consider breeding birds -which is not just a matter of putting a male and female together and giving them a nest... But even if it was as easy as that, breeding budgies is completely impractical and, if you think about it, quite irresponsible (have you looked at CL lately, lots and lots and lots of budgies that need new homes -there are just too many of them!).
