In my personal experience, males are not aggressive at all with the females unless they are overly hormonal (which I hope it's not the case here) or budgies (which tend to be the biggest bullies) and hens are very much aware of their 'power of decision' when it comes to accepting or not courtship so, as long as she is not showing signs of any stress or anxiety, I would just let him do his thing.
