I dont remember where I found it its hard finding plum headed parakeet stuff.Maybe type Adult plum headed parakeet you might see a picture of a fully grown adult and the length of the tail.

So yes it is a small bird as the bird without the tail is only 4 to 5 inches long or about the size of my celestial Parrotlets which are one of the smallest species of parrots. This does not mean that it grows for 3 years, it only means that the bird is not sexually mature for breeding purposes until it is 3 years old.
