OK ! I did some checking and this is what I found. The Plum Headed Parrot is 13 to 14 inches long ( 33 to 35 cm) with the tail accounting for 2/3 of this length. They fledge at 7 to 8 weeks of age. They attain adult plumage at 15 months for the female and 30 months for the male. They reach sexual maturity at 3 years of age.
So yes it is a small bird as the bird without the tail is only 4 to 5 inches long or about the size of my celestial Parrotlets which are one of the smallest species of parrots. This does not mean that it grows for 3 years, it only means that the bird is not sexually mature for breeding purposes until it is 3 years old.

Oh thanks many videos of them they look huge and the tail looks way longer than Mango's.And he's bigger than a parrotlet lol he's about the size of my cockatiels now.So since they don't reach adulthood until 3 years of age does that mean he will still be a baby for 2 years.

It is my understanding that your bird will be a juvenile bird until it goes through puberty at which time it will become an adult, Most parrots become adults and reach sexual maturity within a few months to a year later. The term sexual maturity only relates to when they normally will breed. I may be wrong on this but that is my understanding of this.

What about a bigger parrot like an African grey would they reach sexual maturity around the age of 10 or something because they are bigger?

An African Grey reaches sexual maturity at about 4 years of age. The size of the parrot may have something to do with it but I think that their lifespan may have more to do with it than size. The African Grey has an expected lifespan of about 50 years.
