Beak Colour

What causes beaks to kinda turn clear transparent almost? Also whats the best way to make feathers brighter when they grow when moulting besides diet?

Those are very good questions and I really only have an answer for one of them.

Feather color is affected by genetics which we can do very little about. It can be enhanced by the bird being subjected to less stress, a balanced diet and sunshine and beyond these three things there isn't much that we can to affect the brightness of the colors except to keep the bird healthy.

I really have no answer for the other question as I have not seen or even heard of this happening to a birds beak, but I would look into the birds diet and health, concentrating on a possible fungal infection.
