Although your mom may have petted him inappropriately and perhaps encouraged the mating behavior some, I do not believe that she caused it. I know that we started most parrots normal breeding season and believe that we are still currently in the middle of it. If this is true then this behavior would probably begun just before you left the bird with her and her question just made you take notice of it.
This is a perfectly normal behavior for them and is one that I, personally neither encourage nor discourage in my birds. I mostly just ignore it or set them down until their urge passes. As long as this is only occurring during the breeding season then all is as it should be. But you should be aware that it will happen each year during breeding season.

Wolf is right and I have found is right most of the time.

All I can add is restrict the time you Mom has with him. Make sure his diet is low protein as protein can harm his heath and bring on hormonal stronger.

Myrtle was only hormonal for about 2 weeks. Rambo still is and will master bate on anything he finds. He comes to me for physical as well as emotional attention. It will pass.

I am grateful that they are lovey in this state instead of hell on wheels like some.

I agree. If he is on a solar schedule, he is now in breeding condition, just like all the other long day breeders. He wants your mother to pick him up because he likes the sexual caresses, that's all. She can continue paying attention to him as long as she doesn't touch him inappropriately. There are no long-term consequences to this. He will go out of condition when the days become real long -the trigger for them to molt which always happens after the breeding season ends.
