Well you can get low VOC Paint that should be fine in about 48 hours, I think, Especially if you are running an exhaust fan. As for the caulking it is dependent on how long it takes to fully cure and that should be printed on the tube somewhere, It is longer than the time in which it is paintable. Also painting it before it is fully cured will lengthen the time of the off gassing. The biggest problem with trying to estimate the time required for it to be safe for your birds is that there have been no studies using birds to establish any guidelines. A birds respiratory system is about 20 times more sensitive than ours and it take two exhales of air to move the first inhaled air out of their respiratory system.

You might be able to call the manufacturer and find out how long before their product is completely done with the off gassing process, but it should be within 24 hours of fully curing. I am sorry this is the best I can offer, I hope that it helps some.

I think the OP might be referring to 'mud' or compound more than actual 'caulk' and, if that is the case, compound is fine, it's made out of a type of calcium and limestone so there is nothing there to make bad fumes. As to paint, there are good Zero VOS paints nowadays that dry real fast and without any odor whatsoever - and I know because that is the only kind I use (they sell it in Home Depot). They are not as durable (read washable) as the other ones but look as good as them.
