How wonderful for them! It won't happen in USA but, thankfully, other 'civilized' countries are getting on with it!

You mean pinioning? Because clipping is not really mutilation... But, according to what I read on the government's press release, it's only tail docking, ear cropping, debarking and declawing and then only if they are not medically necessary. They talk about 'cosmetic' procedures -although I would not call debarking or declawing a 'cosmetic' procedure- so maybe that's why they did not include pinioning but, if you ask me, it's because nobody ever thinks about the poor pet birds...
