No, it's not normal for a lovebird to lay on a bed (canary-type nest -they use cavities) but even when you give them the right kind of nest, a bird would not lay on it if there are no eggs in it and it would never lay with splayed out legs even if the bird is a female (do you know for a fact it's a male?) and even if there are eggs in it. Please take that bird to the vet asap because it could be you have an eggbound female in your hands and, if this is the case, they die real fast!
