What should you do when you see sick pet shop birds?

Whenever I go into the pet store I frequent, I check out the bird section. They've had a Sun Conure for months now with just one toy, one wood ladder, food and water alone in his big cage. Then they have about 30 budgies in one cage with only plastic perches and toys. I mentioned something to the guy that's always there one day about how the conure's water needed changed, you couldn't even see the bottom of the bowl. I understand that they dunk their pellets, but this looked days old, not hours old... I think they need more enriching toys and perches in the cages, but I thought the employees probably view it as a luxury, not a necessity. I don't think these offenses are nearly as bad as the ones I've read from you guys, so I guess this pet store isn't doing too bad. That to me is very, very sad.

actually talking the to spca in new zealand is not pointless. they actually do something about it. in nz u dont come across many pet stores that have sick animals you do run into them but because the spca acts quickly and the pet stores abide by the law to not be shut down.

this is how it works

the spca is called
they go to the store and review it
they give 5 days for the animal/s to receive care, if the animal/s are cared for after a warning then they review the store every 10 days for up to 8 weeks
if the animal/s are not cared for they are removed and are given an offical warning. if it happens again animal cruelty charges can be laid or the store can be shut down

the same goes for having pets not just stores

animal cruelty charges usably results in a fine but its know for people to receive jail time but thats extreme cases

Things run so differently in different countries. Just shows there's no one 'right' approach.
Every parrot has a duty: To reduce the world to toothpicks.
