It would depend.
But for the two birds that I personally paid for (Shade was a gift and there was no up-front cost for Piper (breeder gave him because of his splayed leg) Petey and Zuri (both from a rescue)) I didn't really negotiate.
I tried knocking down $50 off Joey, more because my mom said I should try than because I wanted to, since I thought he was already being sold at a good price (no more than a baby, he was still quite young and came with a very decent cage, a whole lot of toys and food and good food containers (Tupperware brand)). The owner was firm on his price so since I was quite willing to pay what he had originally asked, I didn't insist.
As for Pixel, her former owner really was looking for good homes for his birds and wasn't selling them to just anyone and wasn't asking much either (what he did get for the birds he was rehoming was going towards buying cages for the ones he kept - don't forget, he had them living cageless in the living room turned birdroom (they were confined there though)). And..I did know how much he had paid for Pixel initially, as I did see her at the pet store. I didn't negotiate, although in the aftermath I think I probably could have, I just wanted to have her out of there (and really REALLY wanted a female RB).
