That's not real, just someone's lame attempt at humour. I don't think there's anything wrong teaching a bird to say "Shut up", I mean, some of them have to be thinking it the way some humans go on and on . But really, from what I've seen, when a parrot swears or says something off-colour, all it does is make everyone laugh and pay attention to the bird, it's only a bad thing when someone decides to make it so. And if people are afraid their child will learn to swear from a bird...well, better have that kid wear earplugs 24/7 cause foul language is everywhere these days .
