Can somebody please save my sanity and tell me how to reduce a photo down in size? Actually I've reduced the photo size via paint but the files still too big, been messing about with it for the past hour and still cant manage it.

I've done it 150x150 but it's still too big. I can't find a stretch/skew function on my paint programme at all? (Windows 7 version)
