The feathers are not just breaking off. They just are not there. That is why I believe they were surgicaly removed. His first owner was an owner of a thing and not a parrot parent. His second owner was a mom who stole him from the first so we don't know what happend to him with the first.

Ah, that sucks... I recall having met someone with a Macaw in a similar situation. Back when I was looking at adopting a bird I met a very friendly B&W macaw who had the wing permanently damaged... basically what the scumbags who had her did was pluck out the flight feathers on one wing then cauterize the area where the feathers grow out to permanently damage the feather follicle... they claim that the previous owners said they had a veterinarian do it, but I can't even imagine there is a veterinarian who'd do such a cruel procedure on a companion bird.
