You need to contact a vet. Most of us are not trained professionals. We can give advice but if you're seeking a vet, find one. Look around on here: http://www.aav.org/

It depends if you are talking about behavioral tantrums or physical activity such as shaking, having seizures, etc. If it's the latter, then go to a professional vet ASAP. I think it could be a sign of heavy metal poisoning or some other treatable issue.

At a minimum you could phone and get a phone consultation. There're some avian vets around in South Africa. I'm sure you could make a phone appointment at least. I googled and this is the result:

Johannesburg - Northern suburbs:
Bryanston Veterinary Clinic, Dr. Brett Russell
99 Grosvenor Rd (junction Grosvenor & William Nicol next to BMW showroom)
011 706 1381 Clinic hrs. Weekdays 8 - 6 Sat. 8 - 11
Emergency number : 011 706 1381

Johannesburg - West Rand
There is a vet based in the West Rand who runs a 'one day a month' clinic at "Birdbrains" in Fourways. Birdbrains telephone number is 087 720 9212.

Pretoria (north): http://www.birdandexotic.co.za/
Bird & Exotic Animal Hospital (located on Onderstepoort Vet. University campus, which is accessed from Road off of Zambezi Drive).
012 529 8105 A/Hrs cell: 079 525 0368
Not sure of the clinic hours, am aware the clinic is open until 9 p.m. on a weekday.

You really need to find someone who is experienced with birds even if you do have to travel quite far. Fits are not always brain damage and the cause needs investigating because theres a good chance you can help your poor bird. If its nutritional for instance you can improve the diet.
