Get dried egg food out of feathers

So George was a naughty boy before he left the breeders and stole of of the babies eggfood! The breeder attempted to clean him off before we left but George wouldn't have any of it! He said to mist him with warm water and try make that bit as wet as possible so he'd preen it out.

Good news is its better and he loved the mister!!!! He did the shower dance. And he preened some of it out but it's still sticky. Any ideas on how to remove it? Needs to come off because of bacteria.

He will step up strikingly and loves scratches but he won't have any if being physically cleaned.

How bad is it? If its really bad and bothering you that much get some damp cotton wool and try to wipe it off but in all honesty I wouldn't bother, birds are good at self cleaning and it will just flake off on its own in a day or so.

It's not terrible but I'm worried about bacteria building. He is gradually preening it out. Makes him look a bit rugged that's all. He eating loads, even pellets!!!
