What the baby macaw in the middle was doing is a very weak begging for food behavior (because he was already full) but a three month old sun conure would not do it like that (they do flutter their wings but do it very fast -looks almost like trembling) unless he was not weaned properly (malnutrition) or has some other problem which could be neurological or a metabolic disorder (for example, birds that have too low or too high calcium would have involuntary muscle movements).
He might also not be eating enough - are you weighing him on a daily basis? All weaning babies or babies that were bought supposedly weaned (which, sometimes are not, especially when they come from a breeder that is willing to ship a baby bird, always a very bad mark against the breeder) should be weighted every day at the same time to make sure they are not losing weight.
I suggest you give him some soft food (cooked brown rice, oatmeal mixed with organic unsweetened apple sauce, birdy bread, polenta cooked with a tiny bit of tomato paste, something like that) instead of all those seeds and pellets (which you should NOT free-feed).
And take him to an avian vet ASAP because every single baby bird should have a wellness exam as soon as he comes home (breeders sell sick babies ALL THE TIME).
