Our Lovebird Has Never Been Able To Fly:( Please Advise...

Hello Folks!

This is my first time posting so I apologize in advance if I'm not posting in the correct forum. My family and I live with two beautiful lovebirds, one of whom can't really fly for some reason. He is new to our family, we have lived with him for about 8 months now and we have yet to see him fly properly. We suspect that the pet store where we bought him from might have clipped his wings too much and injured him or that maybe he was just born with one deformed wing. We have lived with lovebirds for several years but are by no means bird experts. Can you folks please take a look at the picture I have posted and let me know what you think? Do you think he is suffering from a natural deformity? Has he been injured? Is there any way we can help him get his missing feathers back? If you look carefully you'll notice that part of his right wing is almost uniformly blunted.
