If they are just reaching the natural fledging age, the good news is they should figure it out on their own and be able to learn to live with their disabilities. I guess what I would aim for is a really cushy room. Like a not too big room with fluffy pillows and couches. Also instead of perches to have more like shelves and flat places to crash land on instead.

Birds with only one foot or one leg have no trouble fledging and flying, the trick is to provide flat surfaces for them to land.
