Looks like he's plucking and, although people mention mites as a possible cause of it, I've never known or heard of a single indoor parrot that got any. In my personal experience, the overwhelmingly majority of parrots pluck for psychological/emotional reasons - could be boredom, depression, sexual frustration, etc but it's always directly related to its environment and care. Mind you, I am not accusing you of not taking good care of your bird! Some birds do well under the same conditions that make others pluck... But there are guidelines that can help you evaluate where the problem can be coming from.
Is the bird clipped or flighted?
How many hours out of cage?
How many hours of one-on-one?
Is it a single bird or are there others kept with him?
Human or solar light schedule?
Measured amount of protein food or free-fed?
Has there been any recent drastic changes in the household or in his care?
