Any perch would do. All you have to do is use the weight of it as tare when you set it up but, even if the scale doesn't have that particular feature, just write the exact weight down and simply deduct it from the weight it shows when he is on it.
Now, I don't know what constitutes a 'good' vet to you but I've been dealing with both dog and cat as well as avian vets for many, many years and VERY often (I not only have lots of birds, I also have multiple dogs and cats and, as I always adopt the ones that are old or have issues, I end up using them A LOT) and, to me, is not only that he/she is a good diagnostician, that he does not ask for unnecessary tests or procedures, that he is kind and caring to my animals but also that they take the time to talk AND listen to me and, it seems to me that this vet does neither. Personally, I would not go back to a vet for whom I leave several messages and he doesn't get back when he must know I am worried about an undiagnosed condition that has been going on for so long. But you can get a copy of his blood work results from the receptionist or office manager. You paid for them, they are yours. They should even be able to send them as an attachment to an email.
But you need to change the diet and you need to start him on the liver cleansers and tonics I told you about because no amount of testing will do any difference if he is not eating right.
