HELP!!!

I was feeding my budgie millet then the cat came in the door and scared the budge out of the cage the cat (who has claws by the way ) bit the budgie right by the head leavening a wound by the eye and he's limping!!!! What should I do?! HELP

You need to get the Budgie to an avian vet immediately. Cats carry pasturella bacteria in their mouths and this can be fatal for a bird. If the bird is bleeding, this is especially dangerous. Also, you said your Budgie is limping and that could be the result of something serious as well. A vet can check your bird over and get him on antibiotics.

I hope the little guy will be ok.

Now as I look at the mark it looks like a claw mark because it's a small slit. my cat had caught a mouse before but only batted it around so it's not a bite mark

A scratch can be just as deadly. So much bacteria. I would get the bird into the vet asap.

Yes, scratches are as bad as bites, cats scratches can give you cat scratch fever (I had it and it's terribly painful). Please take him to an avian vet.
