My Sun conure has a chipped beak (the curved part on the top) should I be worried?? Also, is his amount of beak peeling normal?

A bit of peeling at the edges is normal because it represents the wear and tear of eating, wiping, sharpening it but if the worn 'strip' at the edge is wide or the 'step' between the lower layers and the upper layers is very noticeable, it could mean a lack of protein (EXTREMELY doubtful as pet parrots all eat too much protein) or lack of betacarotene rich foods (this been the most common cause of it). Birds need a lot of it because all green plant material and most fruits have it and that's what they eat the most in the wild but, unfortunately, usually not in captivity so I would make sure he/she is eating a source of it on a daily basis - things like sweet potatoes, carrots, pumpkin, kale, dandelion greens, cantaloupe, red/orange/yellow peppers, broccoli.
