No, no, syringes are my preferred method of handfeeding. You need to know what you are doing or you can end up having the baby aspirate but they are a very practical tool.
Yes, soft foods are in order - forget about nuts and seeds for now, prepare a couple of types of soft food for him and put them in his cage fresh twice a day.
Also, please take him to an avian vet for a complete check-up because, for one thing, all new birds need to be checked and, for another, it doesn't sound as if the breeder was a responsible or trustworthy person and it worries me that he falls from his perch. In the meantime, put the perches real close to the bottom of the cage.
