Your parrot is very sick and you need to get him to an avian vet right away or she will die.

I agree with Wolf; Your parrott is sick and should be seen by a vet as he should not be laying on the bottom of his cage-What kind of parrot and how old is he??? river-7

Yes, he is VERY sick. Unfortunately, I doubt they have avian vets or vets that treat exotics where the OP lives (I think he said Middle East).

Sweety, keep him in a quiet spot (high up at your eye level) and VERY warm. Does he have diarrhea? Is he breathing right? See if you can get some wide spectrum antibiotic (like enrofloxacin or doxycycline or, if nothing else, a sulfa-based one). Give him soft foods (oatmeal mixed with fruit puree, mashed sweet potatoes, pureed carrots, a bit of the white of the egg grated) and sprinkle some calcium on it. But, I am warning you so it doesn't catch you by surprise, this bird has been sick for some time and it's in a bad, bad way so it's very likely he won't make it without a veterinarian.
