Three is not a good number if you have them living in the same cage as one of them is likely to be attacked and injured. Put your injured one in a separate cage and if there is a vet in your area take the bird to see them as it most likely has gotten an infection in the foot and needs antibiotics.
I am sorry but that is the best that I can advise with this amount of information. Try reducing the size of your pictures. I will check back later.

Hmmm, no, it doesn't look like an infection. Sometimes they trim their own nails (they chew on them, just like some dogs do), sometimes they break them against something so the shortness of his claws is not something that would worry me. He does have a bit of a scale on one leg but it doesn't look like anything major. At least, not at this point in time. Just keep your eye on him and, if you see redness, more scales coming out or the nails getting deformed, take him to an Avian vet and have him tested for PBFD because tiels get a milder form of it and can get better with treatment.

I would not worry about the uneven number, not with tiels. I would not recommend three budgies, plets or lovies of different genders kept together but tiels are very mild-mannered and only fight when very young and only to win over a hen, otherwise, they get along very well with each and the most that you would see is a bit of a bicker over food or a preferred spot but they never really fight.
