Help with my moulting/moulted cockatiel?!

So, I need a little help figuring this out. My cocatiel, Sam. A little luntio about 6-7 months old just finished his first molt.. So, previously he broke all his tailfeathers so I had to snip them. That is fine, he just kept landing on his butt. I thought they'd grow back after his first molt? Idk anymore..

Well, this happened - He moulted SOME of the cut butt feathers and his cut flight feathers, but ONE weird looking-tail feather grew back, and BOTH of his single flight feathers on either wing grew back?
I don't know what is wrong, and my parents say he's just fine and won't let me take him to the vet because I've been "too fearful over him" I just don't know what is wrong. I want to let him grow his flight and tailfeathers in, and let him learn how to fly so he won't break them. So, that'd solve one problem, but I don't know why only ONE tailfeather grew in, and one feather on either wing, then just FELL OUT?!

Btw, he already broke his tailfeather that grew in. Please, help!

I am guessing here because I have no way of knowing for certain what the problem is (and I doubt anybody can) but it seems to me that his diet was not good enough and, possibly, his parents were semi-depleted so his feathers are weak (and I don't understand why he kept on landing on his butt unless he was clipped before he learned how to fly which is never recommended). The reason why he only molted some of the cut feathers is that parrots don't change all their feathers at the same time, only half (they do the other half the following year). All you can do now is wait until the next molt and feed him well (cooked whole grains, veggies, leafy greens, maybe a bit of vitamins once a week, and a bit of seeds for dinner).

Like Pajarita said just my thoughts. as for the new feather breaking off, I have a GCC that feels the need to stick his tail feathers trough the cage bars when he walks around. And breaks one once in awhile. watch him and see if he might be pushing his feathers through the cage. Also what about night frights, he may get them and you don't know that he is flapping around at night that might do some damage.

I think it is because of his nutrition. He tries to ONLY eat white millet, and pretty much refuses to eat any veggies or fruit. It is annoying, now.. -.- But he dosn't have night frights, I sleep with his cage hardly a foot and a half away from my bed, I'd hear him. I'm a light sleeper. Plus, I'm in my room most of the time anyways. He does stick his tailfeathers out, AND my dad suggested for the woman I got him from to cut his wings, that is why he landed on his butt. I really want them to grow out. :( I felt bad for letting them do that, honestly.

Anyways, I'll try to figure out how to get him to eat veggies and things. He'll nibble on them, but nut really.

Alright, it seems as though your bird is at least starting to nibble on fresh foods, and that is a start. What exactly do you feed him and when? Both of these are important in getting your bird to eat better.

Ahhhh, yes, clipped birds have all kinds of problems that flighted birds don't. Try giving him leafy greens, cockatiels love them and, if you choose the right ones, they can provide good nutrition - but you can't free-feed seeds, you need to feed cooked grains mixed with vegetables for all day eating and just a tablespoon of seed in the evening. If he is only eating millet, he might be real young (beak only strong enough for 'soft' cereal grains) and need soft food twice a day (great way to ensure good nutrition because you can mix baby food into it).
