Permanently broken toe nail?

One of my male Senegal's toe nails never grows, it's very short and blunt. I believe it's been like this since I got him (he was too wild to stay still and let me look at him when I first got him). I've noticed the broken nail since at least March this year. The actual toe is fine and functions just as well as all the other toes, the shame is that the broken toes nail is so short that he can't use the nail to grip or climb, will it ever grow back?

Yes, it will. There would have to be no nail whatsoever and damage to the toe itself for the nail not to grow back.

In my personal experience, as long as you see a little sliver of nail, it grows back - but it takes a long time.
