Help with Feather issue.

It is new feathers growing in do not pull them out. Your parrot is molting.

There is no reason to get concerned as those are pin feathers. P[n feathers are simply new feathers growing in to replace older feathers that have dropped out and this is normal. You don't want to scratch against the direction that they are growing as to do that would cause your bird pain but you can scratch with the grain and that can help the bird as new feathers can get itchy.

Wolf is correct but only scratch very gently, along the 'grain' (from root to end) and only when the 'pin' (keratin sheath that protects and allows the new feather to grow) is the same length as the other mature feathers and beginning to dry out. This sheath has blood vessels in it that 'feed' the new feather until it's fully developed and no longer needed when they dry up on their own so, if you do it before this happens, it hurts the bird but, if you do it when the time is right, they actually enjoy the 'help' because they can't use their beak on their head and, normally, in the wild, there is always another bird willing to do it (this is called allo-preening) but they don't have anybody but you in captivity (unless they have a mate or companion bird, of course).
