Let me explain this a bit better. Reptiles are cold-blooded animals so they need to get the warmth necessary for life from external sources, the most common been sun bathing and, because of this, they evolved to be able to withstand direct sunlight that would normally burn a warm-blooded animal (their bodies are covered with scales and their eyes are protected by a third eyelid). But parrots are not only warm-blooded, most of them are also canope dwellers (they live in the tops of the trees) so their bodies are not meant to be exposed to strong, direct sun for longer than minutes at a time and, when you use a light that has a strong UV output, you are putting them in danger. I personally know of two birds that went blind and one that was burned because of 'avian' lights.
