That's sad. But "discovered a strange odor"- you'd think he would have known it was the carpet powder. Unless he used it a few days ago and vacuumed or something.

It raises some questions in my mind such as did the home owner use this product themselves or did they hire a carpet cleaner to do it for them. I would think that if they had used the product themselves that they would have noticed the smell right off and in time to stop using the product and to remove the animals.
I would also think that if you have a bird and know how sensitive to household chemicals that they are, why would you use a new product without reading the label. Many carpet products say that they are not safe to use around animals.

I don't think that commercial carpet cleaners use any type of powder, they usually shampoo the carpet, rug or whatever so I assume it was something the home owner put down on the carpet and did not vacuum right away thinking that it would act better if left on for hours. And it is entirely possible that the fumes (strange odor) were emitted after the owner left the house, say, in the morning to go to work. Often, chemical reactions happen gradually and not immediately (it could have been the higher heat at noon that did it or maybe higher moisture in the air due to a humidifier).

There is a commercial cleaner here in L.A. called "ChemDry" that uses a powder that includes hydrocarbons. We had them in our home when we didn't have birds, because it doesn't leave damp carpets behind. The dogs and cats were fine, but they were outside for hours after the company left.

Maybe it was something like that?
