My bird loves garlic. Will pitch a fit if you are peeling it and he doesn't get any. Though the last time I gave it to him he just threw it on the floor. Only ever wanted it raw. Prefers the cloves sprouting and digs out the green part.
As far as onions he also has thrown a fit to have those raw. He will tear away the white part to eat the green kernel and also likes thin slices of the rooty base. The white part is mostly discarded by him. The leafy blades he asks for but just likes to bruise a line down them.
Sometimes its hard to tell if he is actually eating or just tearing it apart. If he wasn't such a crotchety so and so he would never have got any.

I wouldn't be feeding onions or an entire garlic clove to a parrot.
