We've started looking at rescues for company for Ollie, you have to pay membership before you can adopt for the ones I've found so far though.......... That could cost a fortune because they aren't guaranteed to ever get a suitable bird in. Also we would have to have Ollie DNAd because they wont house opposite sexes together.

That doesn't make a lot of sense to me as many birds will only accept another bird if it is of the opposing sex.

It's because they don't trust their adopters not to breed..........
Needless to say I think a rescue from a proper rescue is unlikely and I will probably end up rehoming/rescuing one from a private home.

I hear that, I would probably not qualify for a bird from a proper rescue either as I have too many other animals.

I do get it but way I see it someone wanting to breed would get a cheap one out the paper after the rescue bird or move the first one out when the home check is done. In fact why bother with a rescue at all because you have to pay membership for every year you have the bird so it would be easier just to get rehomes. It just seems like madness making it difficult in that way really.

I understand that they are probably in need of money and are likely to be under funded, so although I don't agree with it a membership fee before you can adopt is one way to help some what. There are better ways to raise capital for the rescue that in the long run will also bring in more funds, but a membership for every year you own a bird? Are they renting the bird to you? Are they going to repossess the bird if you don't pay the ongoing fee? Ludacris!!

Hmmm, I don't know, I guess it would depend on how much the annual membership is... The truth is that any well-run truly no-kill rescue is ALWAYS in need of money no matter how many fundraisers they do. As to breeding, yes, I can see where they are coming from and I don't know if I don't agree because it's not aimed at breeders that would have no problem 'investing' in buying the pairs to begin with, it's meant for the pet owners that want to witness the 'miracle of life' without knowing their elbow from their knee when it comes to breeding them and end up with depleted parents and sickly babies they sell on places like CL (I don't know about there but here there are lots and lots and lots of baby birds advertised that come from pet owner's birds).

As to renting the bird, some rescues consider their adoptions to actually be long-term foster situations. The rescue retains ownership of the bird and will take the bird back if they have reason to believe that you are no longer a suitable foster owner. I don't know how enforceable this is, especially over state lines, but it is a starting point from which the rescue could attempt to retake possession of the bird if they were to find out you were breeding.

Most of these things are simply a matter of a contract that the new owner would have to initial to signify that they are aware of and agree to the terms.
I guess they are learning from the automotive industry and rescues may eventually replace the pet stores with bird rent a centers, lease your bird for 6 months to a year then have the option to renew the lease.
