Budgies are generally not big on fruits as their diet seems to consist mainly of grass seed and leafy type vegetation also they are mainly ground feeders. So I grate up some romaine, bok choy or other leafy greens and offer this to them on a paper plate on the bottom of their cage ( I only have 2 budgies) and I put their gloop on top of this bed of greens and top that off with a couple of different raw shredded vegetables. They sometimes like it if I give them a couple of full leafs of romaine that I put in their cage as wet as I can get it.

Mine eat gloop on a paper plate at the bottom of their cage (gloop is a dish made out of cooked whole grains, white beans, black lentils, chopped veggies and flax seed) along with large portions of leafy greens which I put whole and dripping both at the top and the bottom of their cage. I also give them raw produce but, in truth, the only ones they eat are corn on the cob (the love it!), pomegranate seeds and raw carrots (and I have to make a 'perch' out of a skinny one and stick it firmly between the bars or they won't eat it).

Well, given that you have no blood work or biopsy to go by, there are really no diagnostic tools that can be used... Personally, I would put her on liver tonics and cleansers, some immune system boosters and some CoQunol as well as up her intake of Omega 3s.
