Senegal - What's wrong?

I am considering purchasing a Senegal. The woman told me it a 1 year old female. She got it from a woman that was neglecting it. But she's re-homing it due to it needs more attention. I'm concerned about the appearance of it. Could someone please tell me what they think is wrong? Ok, I'm going to try to download this pic. If successful, there are more to come. Crossing fingers! YES!! It worked, after much cropping etc.

You can post the photo to a photo sharing site like photo bucket or on Facebook and then paste the link here or embed with img tags.

Is it that it's plucking? If it is, I seriously doubt the bird is only one year old but age doesn't really matter when it comes to parrots...
