Welcome to the forum and I am sorry your bird is having this problem but the only thing you can do is take it to an avian vet because if he was just choosing not to speak, it might or might not mean disease BUT, if he is trying and not able to vocalize, there is DEFINITELY a medical issue. And, if this has been going on for three whole days, you cannot wait a single second!

Also, there is no such thing as a mountain parrot... I am assuming you are from Asia (possibly India?) and referring to what we call Indian Ringneck - if this is the species you are talking about and you are in India, please note that it is illegal in this country to keep them as pets so your and your bird's best bet is for you to take it to a rescue where he will treated by their vets.

Play it safe and take him to an avian vet as soon as you can. Does he fly? Because, when they are sick, the first thing you notice is a lack of desire to fly, a weakness when they do and/or shortness of breath after a short flight. Another symptom is when they nap after breakfast.
