2 young parrotlets. Feathered not right on one

Week ago we purchased 2 9week old parrotlets. They are from the same batch of eggs. . One is nice n smooth but the other is still fluffy grey and missing feathers... At 10weeka now would it still be developing adult feathers or does it have a problem

A baby plet should be completely fledged by the time it's 8 weeks old. They look almost all 'done' by the time they are four weeks old...

Would u say then, one of them has a problem?

Seems to act fine, eat well.

Yes, I would most definitely say there is a problem. And I am sorry to say that this is a text book symptom of PFBD so, if I were you, I would isolate that little bird and take it to the vet asap to have it tested because the disease is very contagious, has no cure and is always fatal. And, if this one tests positive for it, you will need to test the other one, too, because if one pair of breeding birds have it in an aviary, chances are all of them are infected.
