I've never heard of foods affecting talking ability. Sounds like a joke or something.

As for red vs green peppers and different species, I don't think it matters. I haven't heard of pepper being bad for parrots. It's anywhere from neutral to good for them. They can eat the viciously spicy ones as well as sweet ones. If there is anything wrong with peppers it could be the pesticides used on the outside. Good cleansing is important. I wouldn't use it as a major staple food for them but a pepper every once in a while is not only healthy but also great fun.

The talking thing is an old wives tale, my parents are from Sri Lanka and there they believed that if fed hot chillis they would start talking

Interesting, I'd never heard of that. Is it supposed to mean something like the food is so spicy that it will make him no longer able to hold back and have to talk?

Peppers are among the things that you get the most benefit from buying organic, so I'm guessing Michael's guess is correct -- I've never heard of them being anything but healthful nutrtionally.

As far as I can tell, the best way to encourage speech is to speak enthusiastically to the parrot.

Fun fact. The pepper plants evolved to be hot to mammals and neutral for birds because through bird droppings, the seeds can be spread.
