bubbles on his feet

I have an appointment with Rambo's vet tomarrow. He has what looks like a big water blister on the top of his right foot. He had one on his left foot about 6 months ago and the vet gave me a liquid to wash his feet. It never really healed. He never did like having his feet touched even before the first bubble.

Any ideas of what this could be?

If you said on the bottom, yes. But since you mention that it's on top, no clue.

On the bottom would me he irritated it into a blister. This bubble is where the top of the arch of our feet would be. I am having such scarey thoughts. This bubble is the size of a dime between his toes and his ankle. The skin looks so thin that it could pop. I just saw it this morning so it came up fast. Arthritus causes swelling in the joints but if that is what it is he should not be able to walk and he is a pedestrian.
