As much as I sympathize with those birds and think people who do this are terrible, the last thing we need is government regulation. If the government gets involved, they'll just require licenses and fees and make it damn impossible for all the normal people to have one. For the most part education solves problems because most people are genuinely well intentioned but don't know any better. But others just don't give a crap. Really not much you can do about that but there are people like that.

Here's an article about commercial abuse of parrots I once observed:

o i understand the usda would make it harder for us to own birds , but they are already there checking out the other animals like big cats . why no check the birds to ? or why let that place take birds when they are not giving proper care

To be honest, I'd rather have to earn a permit for parrot ownership. WAY too many birds are abused out there due to impulse buyers/irresponsible douchebags looking for a trophy bird.

When there's a permit involved, it's completely beyond your control. Getting one could range from a few given out per year by chance to whoever pays the $100 fee can have one. Regulation will only hurt the good parrot owners and let the scumbags continue doing what they've done.

a permit is a tough one, like owning snakes. just because by law you need a permit does not mean people owning parrots will go get one. its will be the responsible owners that get the permits and pay money for them while the people who abuse them will continue to without a permit. needing one or not

Like sticking them in the closet and not taking them to vets to avoid getting caught for not having a permit. :(

I think NZJesse is absolutely right about permits for private ownership. On the other hand, having permits and regulations applied to wild animal exhibitions seems like a perfectly good idea. I guess I always assumed you did require permits and that there was some animal-cruelty oversight for that.

One thing to take into account, however, is that in some situations where birds are exhibited, they aren't on display all the time, and they have more ample "permanent" quarters. I've seen birds that come out on Tstands in hotels for a couple of hours in the AM and a couple more in the PM, but it isn't their permanent home.

As much as I might want to see all birds have the exact same care I provide mine with, I am not in favor of trying to legislate that. Outright cruelty is one thing and is fairly easy to define. Beyond that you tend, IMO, to wind up penalizing the folks with good intentions while not doing much to stop the folks who are deliberately cutting corners or being abusive.
