Yup, Jessie is right. No matter what the laws are, the fact is that the only people who are going to obey are the ones who would likely be responsible owners in the first place. The people who don't care still won't care. Just as in Ontario's Pitbull "ban"

a cockatoo i met at the spca was housed in a closet for 22 years because apparently he would scream all day if he had light.

it took the spca 5 months to get him in a condition that was suitable enough for adoption, his nails were so overgrown they had looped 3 times and he was near bald

hey new one for you guys . Wild animal park in Gentry ,AR the parrots we noticed that several of the cages had NO water. Tumped over bucket, ground was DRY. Green Macaw lying on ground panting like a chicken. We saw a nearly employee and told her. "They will be watered in the evening, they are mean."This after correcting me and telling me that they did. No maam, I fully recognize water. She then stayed in the sheade sipping HER water. Notified another employee...He asked me if I had animals. I said yes. He asked me if I was sure that my animals had water. Uhhh, yeah dumbass, mine are under the ac and have spill proof water cups. The 3 outside animals have multiple sources and I even left a fan blowing on them when I left my house. He at least did go and see to it that they got water. the Guy kept assuring me that they got watered several times a day. Ummm nope the ground is totally dry under empty pucket lying on its's side . park was nice but it was 103 today and the parrots had no water
