Feather Problem

Feather Problem

My 16 month old senegal still has baby feathers (white fluff) at the top of his wings/shoulder area where his adult feathers haven't yet grown through and I'm pretty sure this isn't normal. I'm not quite sure why this is or what I can do about it. Has anybody experienced this before or have any advice?
