So, I would say Chubby is about 6-7 months old now. This morning he attempted to mate with my hand. I took him off and put him back on top of his cage. Isn't he too young for this? Also, I haven't done anything to encourage this, at least I don't think so. I haven't petted his tail feathers or under his wings.
How can I discourage this behavior?

No he isn't too young to display the behaviour but I do doubt that his intentions are sexual yet, most animals will practice in play so to speak. They hit maturity at different ages but 7 months does seem slightly too young so I doubt what he is displaying is ''true'' mating behaviours.
You definitely dealt with it the right way by not encouraging it. He will soon get the message that those sort of behaviours means he gets removed from you.
