How long have you had the bird? If you are absolutely sure that the tail bobbing is new I would take her to the vet. Tail bobbing is a sign of illness because it means the bird's breathing is labored.

That being said, I have a green cheek conure that is a re-home and a few days after I brought him home I noticed that he had a very, very slight tail bob when he breathed. I was very worried and took him to the vet where they listened to his breathing with a stethoscope and did all kinds of blood work on him and everything came back normal.

That was 4 1/2 years ago and he's been fine ever since, he flies all over the house, etc. It seems for him a tiny tail bob is normal.

However, if this behavior is new and is something you're not noticing in your other bird I'd take her to the vet as soon as possible. Birds are notorious for hiding signs of illness and often if they are ill they don't start showing it until they are near death and in order to catch an illness in time you have to look out for small signs that they might be ill and tail bobbing is one of them.
