Cage Problem

As some of you know I recently adopted a Budgie ($190 BUDGIE) that was born last year on December 28, 2013. I had him for 3 weeks. The breeder did not hand feed the bird (I actually don't know how she fed it but when I asked her are they hand fed she said no). Anyways when I take Truman out and want to spend time with him he always Semi-Flies (The breeder clipped his wings...Bad Breeder) and then walks back into his cage. Did I do something wrong? Is there a reason for this to be happening?

Possibly Truman doesn't trust you yet, might not be that could be that he is not comfortable with his surroundings, could be something else. Is there a certain time of day that this is occurring? It is possible that he just wants to take a nap.
Observe what he is doing at the time, take a few minutes when you are ready to take him out to see what he is doing. If he doesn't tuck his beak into his back under a wing then he wasn't napping. Take him out and pay close attention to see if he looks a certain spot before he goes to go in his cage or if he shys away from anything in the area.
Could be that he is simply more comfortable in his cage at this time.

Well he likes to come out around 5:00 and doesn't like to go back to his cage unless he gets tired. So I guess he just does not like to come out in the mornings.

If it is mid morning after he has had breakfast, he probably wants a nap. Mine like to nap after eating, usually an hour or two after they eat.
