My budgies have the two wooden perches that came with their cage, a rope perch, a pedi-perch, and a manzanita perch. They have a pedi-perch swing that they sleep on and a round rope swing. They have a mirror, a cuttle bone, and four food/water dishes. They have a curly pompom toy, a wooden barrel man, a popcicle stick toy, a shredder puff, a wooden toy with a bell, and a wooden ladder. They have a "hammock" made out of old pajama pants (no loose threads, etc.).
My GCC has two wooden perches that came with his cage, a rope perch, and a manzanita perch. He also has a rope swing. He has a leather and wooden toy, a wooden ball rope toy, and a wooden block and rope toy, and a wooden block with sisal rope toy. He also has a "hammock" made out of old pajama pants (also no loose threads).
Both cages have two wooden play perches on top. The play perches have wooden blocks and wooden pieces on them. They have foot toys, usually shredder balls, on top of each. There's a playstand in between both cages, which are connected with rope perches and the budgies cage has a manzanita perch on the side.
All in all, the GCC has less toys because getting him to play with toys has been an effort. He came from a rescue where he didn't really have toys to play with and he's taken a while to get used to the toys. He's also bigger and needs more room for his wings to stretch and be able to fly around. His tail is also quite a bit longer so his perches needed a different configuration.
The budgies play with all of their toys daily. They sit on top of the shredder puff. No Name cuddles up to the mirror. All in all, they're all used but they still have room to move around and fly.
I would say too many toys are when your bird can't stretch its wings or fly around. If the bird is confined to one little area and the rest of the cage is packed with toys, you probably need to take a few out.
