I personally would get the flat top one (2nd one). Flat roof - easier to hang toys from, easier to clean, on wheels, looks stronger and rectangle in shape. I have 3 cages, all different dimensions, sizes, shapes and the "easiest" to clean is like the one in photo 2. The starter kit looks very flimsy. Just remember, the bigger the cage, the more your birdy can do in there - forage, climb, play with toys, sleep, eat, investigate. You will be at school, mum asleep, he needs space, toys, entertainment or he will get bored then potentially very disruptive noise wise.
PS go for the tiel. Mine is such a cuddle bug, not too noisy but you do know he is there, he makes sure of it. (my 2 budgies never stop chattering away but it doesnt bother my family)
