trouble on step up

hi i have a red-lored amazon and im trying to get him to step up but im having some trouble. i have been target training him for the last week and he seems to be doing good he will follow the target all over his cage but he wont step up onto my hand or a perch he will put one foot on it but then stops any idea why he wont step up and what can i do to get him to continue rather than stop?

One foot will hopefully lead to both feet~ be patient and keep up the target training, have you tried targeting at a distance that he has to step up to reach?

well it took some time but we finally got it down
