Parrotlets I am sure aren't known for being noisy. Typically the smaller birds(budgies, cockatiels) with the exception of conures aren't noisy.

No, they are not noisy at all as long as you keep a bonded pair together (you can't keep a single one as a pet, they all end up plucking from anxiety and depression).
