They have identified areas where the populations are more resilient than others, the 'trade' (poachers) routes and, through cooperation with other organizations, the way to engage locals in preservation. Personal note: if you ask me, THAT, along with stricter anti-poaching laws, is the way, to change the locals from poaching or indifference to it to active participation in preserving them.
